Most drownings are from folks falling off small and fresh-water fishing boats and are then unable to climb aboard. If the gunwale is > 2' off the water, it is not possible for a human to climb back aboard without a ladder, especially with wet clothes, Heck, even a kayak is hard to get back into with practice,

No. J ohn boats, aluminum boats w/ 1 0 hp and the like don’t. Even t he fancy bass boats don’t. The more fool them but that’s how it is. Tournaments don’t enforce any rules for ladders, either. I’ve even seen ski boats sans ladders. Th ere’s usually cre w to bring the skier aboard, but still. I’ve also never seen a ladder on a dinghy. (wanna see something funny? Watch a ~ 300-lb guy try to wallow back into a big rubber inflatable. It was me and it was funny when I saw the video . Th en I used my size to get him to delete it...) A couple steps bolted to the transom do not a ladder make. SOLAS rules say 1 meter of ladder must be under the waterline. Mine is > 4' and mounted to the stern where the tether straps on both sides bring folks to .

It seems strange that they wouldn't include something like that. Can't be much money or have much of an effect on the performance.
